New Renaissance Implements Classic LBR Magic Items

The New Renaissance shard has implemented a faithful recreation of the pre-AoS (LBR-era) magic item system, including fixed prefixes and suffixes.
Every value has been matched to the archived Stratics documentation from the LBR era. This is the first freeshard to implement this Publish 16 feature to our knowledge.
